Cybersecurity has always been unequal, but AI is making the inequality more operational. Wealthy organizations can buy monitoring, hire incident responders, negotiate privileged vendor access, and absorb the compliance work needed to use advanced defensive tools; weaker institutions face the same automated attacks with thinner logs, older infrastructure, and less room for error. That is not just a talent gap. It is a policy and infrastructure gap, because the defensive side of AI increasingly depends on permissioned access, trusted channels, and evidence systems that many targets do not have.

The security gap is becoming visible

The current signal is not that AI suddenly made cyber conflict dangerous. It is that AI is accelerating a divide that was already there. Rest of World reported that the global cybersecurity gap is deepening as AI-powered attacks surge, with less-resourced institutions facing a threat environment shaped by tools they cannot match on equal terms. The important phrase is not “AI-powered attacks.” It is “global gap.”

That gap is easy to underestimate because most public AI security conversations happen at the level of model capability: can a system write malware, automate reconnaissance, identify vulnerabilities, or help a novice operator move faster? Those questions matter, but they are only one side of the ledger. The harder question is whether hospitals, municipalities, small firms, schools, public agencies, and Global South institutions can build the defensive workflows that make AI useful rather than merely dangerous.

Why stronger tools do not equal stronger defense

A stronger defensive model is not a defense by itself. It needs clean telemetry, permission to inspect systems, trained operators, incident playbooks, procurement approval, budget continuity, and enough trust that staff actually follow its recommendations. Without that surrounding machinery, AI becomes another alert source in an already noisy security stack. The organization gets more analysis without more capacity to act.

The practical friction is mundane: expired asset inventories, fragmented identity systems, missing endpoint coverage, overloaded help desks, and contracts that make even simple log access slow. AI can summarize a pattern faster than a human analyst, but it cannot conjure institutional control where none exists. The defensive value appears only when the recommendation can move through a workflow, reach an accountable owner, and change a configuration before the attacker moves again.

This is why the World Economic Forum's Global Cybersecurity Outlook is useful context: cyber inequity is not just about software. It is about the widening distance between organizations with mature risk functions and those still struggling with basic resilience. AI does not automatically compress that distance. In many cases it widens it, because the teams best positioned to use AI defensively are the teams that already have the data, staff, contracts, and audit discipline to absorb another layer of tooling.

Trusted access is the hidden control layer

The most revealing development is that frontier cyber capability is being wrapped in access control rather than released as a normal product tier. OpenAI's trusted-access framing for advanced cyber use shows the logic: powerful tools may be offered to vetted users, under particular conditions, with monitoring and boundaries. That approach is rational. Broad release could help attackers. But the governance choice creates a second-order problem: the safest path for capability may also concentrate defensive advantage.

Anthropic's threat intelligence reporting on malicious and suspicious cyber uses of frontier AI points in the same direction. Once models become part of cyber operations, access decisions matter as much as capability decisions. Who gets the strongest defensive assistance? Who qualifies as trusted? Which regions, firms, universities, public agencies, or civil-society groups sit outside the circle because they lack existing relationships, compliance infrastructure, or security maturity? The access list becomes a quiet map of power.

Who gets left outside the circle

The institutions most exposed to cyber disruption are not always the ones best positioned to receive trusted AI capability. A water utility with aging operational technology, a rural hospital with outsourced IT, a city government running under procurement constraints, or a newsroom facing state-linked harassment may need advanced defensive help more than a large cloud customer. But need is not the same as eligibility. Trusted-access programs tend to reward organizations that can prove they are already trustworthy.

That is the paradox. Security programs often have to restrict powerful tools to prevent misuse, yet those restrictions can leave weaker defenders facing automated threats with weaker instruments. The next test is operational, not rhetorical

The baseline answer cannot be “release everything” or “trust only the largest incumbents.” CISA's Secure by Design guidance points toward a more useful frame: reduce systemic exposure by changing defaults, responsibilities, and product architecture, not by expecting every vulnerable organization to become a frontier cyber lab. AI defense should follow that principle. Safer defaults, subsidized defensive access, shared incident infrastructure, public-sector evaluation capacity, and regional security partnerships may matter more than another model demo.

That means measuring success differently. The relevant metric is not how many advanced cyber features exist, but whether smaller defenders can deploy them without negotiating bespoke access, hiring scarce specialists, or accepting risks they cannot audit. A real security strategy would treat defensive capacity as shared infrastructure, not premium software.

The unresolved test is whether AI security becomes a ladder or a moat. A ladder would help weaker institutions climb toward better defense without handing dangerous tools to everyone indiscriminately. A moat would give trusted actors better protection while everyone else absorbs the overflow of automated attacks. The next cyber divide will not be measured only by who has AI. It will be measured by who has the permission, evidence, infrastructure, and leverage to use it when the attack is already underway.
